The Civil Service Commission (CSC) invites all government officials and employees to register and participate in the bloodletting activity scheduled for 19 to 21 September 2023 in Metro Manila, and on various dates nationwide.

The bloodletting activity dubbed “Dugtong Buhay, Handog ng Lingkod Bayan” aims to address the constant need for regular supply of blood while providing an opportunity for volunteerism and collaboration among state workers. This initiative is organized by the CSC Human Resource Relations Office in collaboration with the Department of Health-Philippine Blood Center.

“As public servants, participating in this voluntary blood drive is another tangible way to serve and make a difference in the lives of the people we serve. Our compassion and generosity to donate blood would mean life for someone out there who needs our help,” said CSC Chairperson Karlo Nograles as he encouraged all qualified state workers to join the activity.

In the National Capital Region (NCR), the bloodletting activity will take place at the CSC Central Office in Batasan Hills, Quezon City on 19 September; at the Philippine Blood Center, Quezon Avenue, Diliman, Quezon City on 20 September; and at the SM Mall of Asia Music Hall, MOA Complex, Pasay City on 21 September. For those interested in donating blood from different regions, it is recommended to get in touch directly with the relevant CSC Regional Office. Additionally, pertinent information will be made available on the CSC website at www.csc.gov.ph.

Active participation from all government agencies is highly encouraged in this initiative. Furthermore, the heads of public sector employee organizations (PSEOs) are urged to encourage their members to join the blood donation drive. To be part of this meaningful event, potential donors can register between 26 July and 31 August 2023 through the official registration links or online platforms that will be made available by the respective CSC Regional Offices.

Blood donors will be screened based on the following guidelines:

1. Must be 18 to 65 years old;

2. Must be at least 110 lbs or 50 kgs;

3. Not anemic; hemoglobin level must be at least 125 g/l;

4. Blood pressure must be between:

5. Systolic: 90-160 mmHg

6. Diastolic: 60-100 mmHG; and

7. With a pulse rate of 50 to 100 beats per minute.

Government employees who will participate in the bloodletting activity shall be deemed on official business on the scheduled dates, while those who will qualify and donate blood shall be entitled to a one (1) day compensatory time-off, pursuant to CSC-Department of Budget and Management Joint Circular No. 2, s. 2004.

The CSC bloodletting activity is part of the 123rd Philippine Civil Service Anniversary (PCSA) celebration.

About the PCSA

The annual PCSA celebration commemorates the signing of Public Law No. 5 or An Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands on 19 September 1900.

The celebration is also pursuant to Presidential Proclamation No. 1050, series of 1997 signed by the late President Fidel Valdez Ramos declaring the month of September as the Civil Service Month.

The PCSA has a 10-year overarching theme, Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes, which reflects the collective experience of the government workforce in the new normal, and in pushing for digital transformation and innovations to uphold public service excellence and continuity.
