OFFICE OF THE MUNICIPAL ACCOUNTANT

The Municipal Accountant takes charge of accounting and internal audit of the municipality including updates to the Sangguniang Bayan and other officials about the municipality`s financial position and performance installs and maintain an internal control system as well, submits financial statements to the Municipal Mayor and certifies the availability of budgetary allotments in the municipality.

Assisting the Municipal Accountant are four (4) Administrative Assistants.

OFFICE OF THE MUNICIPAL BUDGET OFFICER

The Municipal Budget Officer assists the Municipal Mayor in the preparation of Annual and Supplemental Budgets of the municipality as well as the component barangays. Also assists during budget hearings, evaluates budgetary implications of proposed legislations, submits periodic reports to the Department of Budget and Management (DBM) and coordinates with the Municipal Planning and development Coordinator in the formulation of the Development Plan of the Municipality.   

The Office of the Municipal Budget Officer has no assistant permanent assigned in his office except for casual employees.

OFFICE OF THE MUNICIPAL AGRICULTURIST

The Office of the Municipal Agriculturist provides technical assistance to the Municipal Mayor to ensure delivery of basic services and provision of facilities and adequate number of agricultural workers in the municipality. Added to this, he also develops plans and strategies for the implementation of agricultural programs and projects.

The Municipal Agriculturist in the Sta. Maria is assisted by Ten (10) Agricultural Technologists.

OFFICE OF THE MUNICIPAL HEALTH OFFICER

The Municipal Health Officer assist in formulation of policies and plans as well as program and project promoting health of the people in the locality executes and enforces all public health laws, ordinances and regulations and directs the sanitary inspection of all business establishments especially those who are engaged in food business. In addition, he coordinates with government agencies and non-government agencies (NGO`s) in the promotion of health services to the community.

The Municipal Health Officer has Five (5) Midwives assisting her.

OFFICE OF THE MUNICIPAL REGISTRAR

The Civil Registrar implements civil Registry Law, the Civil Code and other pertinent laws, rules and regulations. Added to this, she shall coordinate with the Philippine Statistics Office (PSO) in conducting trainings/ seminars for vital registrations including preparation of demographic and statistical data for the municipality. 

She also implements plans particularly those which have to do with civil registry programs and projects which the mayor and the Sangguniang Bayan are empowered to provide for. In addition, the civil registrar shall: 

  1. Accept all registrable documents, legal interacts and court orders/ decrees affecting the civil status of persons
  2. File, keep and preserve in secure place the books required by law.
  3. Transcribe and enter immediately upon receipt all registrable documents and judicial decrees affecting the civil status of persons in the appropriate civil registry books;
  4. Transmit to the office of the Civil Registrar- General, within the prescribed period, duplicate copies of registered documents required by law;
  5. Issue certified transcripts on copies of any certificate of registered documents upon payment of the prescribed fees to the treasurer;
  6. Review application for the issuance of a marriage license and after determining that the requirements and supporting certificates and publication thereof for the prescribed period have been complied
  7. Process Applications of Petitions order RA 9048 and RA 10172 and endorsement to the office of the registrar General.
  8. Be in frontline of the delivery of administrative support services, particularly those related to the situations during and in the aftermath of man-made and natural disasters and calamities;    

OFFICE OF THE MUNICIPAL PLANNING AND DEVELOPMENT COORDINATOR

This Office is assigned to formulate economic, social, physical and other development plans and policies, conduct continuing studies, researches and training programs for planning and implementation. It shall also coordinate all sectoral plans and studies undertaken by different functional groups or agencies. He shall monitor and evaluate the implementation of development plans, program and activities in accordance with the approved plans for its development.

The Municipal Planning and Development Coordinator has specialized knowledge and expertise in development work. His duties include: acts as Secretary of the Local Development Council, analyzes expenditure patterns, formulates/ recommends fiscal plans/ policies and promotes development planning participation among the municipality. 

The Municipal Planning and development Coordinator of Sta. Maria has Three (3) Admin Aide staffs, doing all duties and responsibilities as assistant of the MPDC in the municipality.

OFFICE OF THE MUNICIPAL ENGINEER

The Municipal Engineer`s Office initiates, reviews and changes if there are such in the Municipality`s objectives, plans, program, procedures and practices, techniques, developments on infrastructure and public works. As far as engineering matters are concerned, he gives advices to the Mayor and Sangguniang Bayan, regarding infrastructure and public works. He administers, coordinates, supervises and controls the construction, maintenance and repair roads and bridges and other engineering and public works projects in the municipality, provides engineering services to the municipality as well as investigation and survey, engineering designs, feasibility studies ,project  management and supervision. 

OFFICE OF THE MUNICIPAL LIBRARIAN

The Municipal Librarian is responsible in keeping and organizing Municipal books, records ,profile, journals, histories and others.
